Better performance schools usually receive more funding. Some schools tried to kick out some poor academic students from schools in order to maintain the performance of school. For charter schools, there is a special accountability policy, which all charter schools have to test accountability every five years, and failing schools will be closed. Due to the trend that the minorities tend to enter lower-performing schools, there will be unfair share of resources because of the less funding of lower performance schools.
