How little chance we would stand of surviving another rebellion. Whatever words they use, the real message is clear. "Look how we take your children and sacrifice them and there's nothing you can do. If you lift a finger, we will destroy every last one of you. Just as we did in District Thirteen. " (Collins 18). That moment, Katniss figures there is nothing they can do from stopping those people from coming to their district every year to take two children away.
We see the manipulation of control from the game makers through the games. Although the tributes are to kill each other off, the game makers also have control to kill and hurt the tributes as well. Katniss said, "The attack is now over. The Game makers don't want me dead. Not yet anyway. Everyone knows they could destroy us all within seconds of the opening gong. The real sport of the Hunger Games is watching the tributes kill one another. Every so often, they do kill a tribute just to remind the players they can. But mostly, they manipulate us into confronting one another face-to-face. Which means, if I am no longer being fired at, there is at least one other tribute close at hand " (Collins 117). The game makers shows their control throughout the games when they launch big balls of fire at Katniss when she gets out of range. They used this to get her back closer, controlling her like a chest piece on a board. They influence Katniss's mobility and force her back closer to be noticed by the other tributes. Katniss tries to get away from the other tributes to gather her thoughts and find essentials she needs to survive. Her plan to do this was interrupted the minute she was forced back in the boundaries the game where the game makers wanted her to be. .
It is quite obvious that the Capitol has high power on their side, we see it through the games, but there are a lot of ways where their power is resisted. Throughout the book, there are some instances where the people of Panem rebel in the simplest ways against the control that the Capitol has over them.
