William Brazel was held incommunicado by the military for a week while the remaining debris was collected. However, a news leak via press wire began to tell the story of the crashed disc and was interrupted and warned not to continue their broadcast. They were told, "Attention Albuquerque: Cease transmission. Repeat. Cease transmission. National security item. Do not transmit. Stand by" (Moore 46). How is it that a weather balloon can become a matter of national security? Certainly something of importance must have occurred to cause the government to not only monitor radio broadcasts, but also to take away their 1st Amendment right to free speech. Major Marcel, who had been sent to inspect the site, was absolutely convinced that the material had nothing to do with a weather balloon or radar target. His testimony can not be dismissed, owing to his background in aviation (Berlitz and Moore 70). When speaking of the debris, Marcel says, "I'd never seen anything like that. I didn't know what we were picking up. I still believe it was nothing that came from Earth. It came to Earth but not from Earth" (Sobel 90). If the debris had indeed been from an Army weather balloon, Major Marcel would have certainly recognized it as such, due to his military background and training in this area. However, forty-seven years later, the Air Force issued another report, reiterating the weather balloon hypothesis. This report described the debris as the remains of a top-secret weather balloon, code named Project Mogul. It seems a bit disconcerting that it took forty-seven years for the Air Force to compile this official report. Robert A. Galganski, a civil engineer that is employed as a ground vehicle crash safety systems research and development specialist, quantitatively examined this hypothesis in 1998. He concluded his findings by saying, "Clearly, Project Mogul Flight 4 could not have been responsible for the debris found on the Foster ranch.
