If public officials hold the authority, they have to keep the majority of the public happy and they unequally distribute resources dealing with economy, organization, and societal aspects. Decision makers are more likely to side with majority preferences on important issues. On lesser issues, they will rule to benefit themselves. .
Another area to consider when were looking for "who holds the power", is nonprofit organizations. These are private sector groups that carry out charitable, educational, religious, literary, or scientific functions. There are 4 types of nonprofit organizations. The first type is the civic nonprofit organizations which monitors the government and educates the public. The second type is policy advocates, which support particular policies or programs. The third type is policy implementers. Policy implementers actually deliver services, such as homeless shelters. The fourth type of nonprofit organizations is governing nonprofits. This type acts independently but they work through or with the government. To become power players, nonprofit organizations must become part of the regime. Hyperpluralism is a condition characterized by a large number of groups and interests.
