Every minute of every day people use their God-given free will to guide the direction of their mind, soul, and body. The way a person makes a decision is dependent upon, among other things, their past experiences and religious beliefs. This makes the fact of an action being determined as right or wrong relative to the person performing the action. These decisions affect not only the person making them, but also the people around them. Therefore, utopia cannot exist on Earth as long as the struggle between good and evil coexist with man's free will.
Man is not a perfect being, constantly choosing the path that will result in good for all others, or even himself for that matter. Only the will of God lived through every man in perfect sequence can create a utopian society. However, since man is given a free will to decide for himself in which way to travel, the struggle to do the "right" thing continues. God does not make man serve Him because He desires to know He is loved and chosen by man, just as humans desire love, as man is created in His image. It is man's nature to mess up. The first humans ever created were given an obvious choice between good and evil, and could only maintain a utopian society until the third chapter of the first book. .
Utopia is God's desire for His people, however, He desires man's love and communion with Him even more. God gives man a free will in order to allow man to make the decision to follow Him which, will in turn, prove the love they have for Him. .
