             It is known that the ASEAN and EU countries have historical links through colonial ties. Currently, they engage on various levels of cooperation and for various reasons. Even though some ASEAN members had been linked historically through colonial ties, the relationship between ASEAN and the EU are clearly not as strong as with Japan and the United States. Numerous reasons may account for this such as bureaucratic processes, diverse cultures, and internal integration. .
             Objectives of ASEAN.
             ASEAN envisioned quite a number of goals for itself when it was established. It has somehow achieved some of them in a technical manner but the rest are currently being questioned on their relevance. ASEAN's major goals were, first, to reconcile intra-regional strife which characterized Southeast Asia at the time (in the form of border and territorial disputes, ethnic conflicts and animosities, religious prejudices, and the fear by smaller states of the bigger states.) The second was to manage those conflicts and tensions and create a Southeast Asian regional order on the basis of the social and economic systems of each member country and the territorial status quo, and thus to "promote regional peace and stability." A third and fourth goal were also envisioned. They were: to hasten "the economic growth, social progress and cultural development in the region" and to "ensure their stability and security from external interference in any form or manifestation" in order to "preserve their national identities in accordance with the ideals and aspirations of their peoples." .
             Four instruments for political and security building were established in order to formalize ASEAN's role as an important contributor for peace and stability and these are: The ASEAN Declaration; the Declaration on the Zone of Peace, Freedom and Neutrality (ZOPFAN); the Bali Concord; and ZOPFAN's legal instruments, the Treaty of Amity and Co-operation (TAC) in Southeast Asia and the Treaty on Southeast as a Nuclear Weapon Free Zone.
