             Thesis Statement.
             This essay will attempt to demonstrate that social programs have come a long way from a Canadian point of view and will explore a modern day Canadian social service. .
             Introduction.
             This essay will briefly explore the historical origins of these two types of government assistance, define social security and social welfare and provide an example of an existing social welfare program in Canada.
             Development.
             Many people would assume that social programs are a product of the 20th century. However, from an historical perspective, one can trace the first, primitive forms of social assistance to the Code of Hammurabi, created by the Babylonian king in the 18th century B.C. From that point on, nearly all of the most developed societies had social assistance plans in one form or another. From the so called "poor laws" of 16th century England to the United States" Social Security Act of 1935, just as governments were evolving from divine right monarchies to newer forms of representative government, so too have their social programs and the importance and effort which they assigned to them.
