Moreover, we must recognize the consequences both from an environmental standpoint and through the loss of human life. It is a problem that is not as clear as war, or even as simple as famine. We already see the environmental effects of overpopulation such as severe atmospheric conditions, desertification, and deforestation, as well as the human effects such as famine and disease. If we don't solve this problem soon, who knows what long-term and widespread atrocities overpopulation will inflict on the earth and mankind as a whole.
             III. Past and Present U.N. Action.
             The United Nations has been avidly aware of overpopulation and it's widespread ramifications. Several conferences have been held, but no easy solution has been found. The beginning was in Rio de Janeiro, Brazil, where essential points were discussed for the first time. The International Conference on Population and Development was held in Cairo and was also very successful with its Programme of Action. The Habitat II conference was next and it provided another key step in realizing the devastation of overpopulation. The conference in Kyoto, Japan of December 1997 was also another essential step, yet the problem is still worse than ever. Chapter 2 of Agenda 21 entitled Sustainable Development is also very important seeing as how Agenda 21 is recognized as international law, yet unfortunately is not enforced.
