Government

All humans have the right to use their own power as they will for the preservation of their own nature. It is a natural right to doing anything that you please that advances the goal of self preservation, as long as what is taken is all that is needed. The only things that are not natural rights are things that will not aid in self preservation. Humans are to look toward nature as their guide for natural rights. .
From the state of war and the rights of nature Hobbes comes up with the laws of nature. "A law of Nature is a precept, or general rule, found out by reason, by which a man is forbidden to do that which is destructive of his life, or takes away the means of preserving the same; and to omit that by which he thinks it may be best preserved."(3) Hobbes believes that for all humans self preservation peace is needed, and becomes the first law of nature. .
The second law of nature is a contract between two or more humans. Humans will agree to give up their rights only if others will give up those same rights. An example would be person A will give up their right to kill person B as long as agreed (contract) not to kill person A. The two are by a contract are duty-bound not to kill one another. In order for humans to keep their contact between one another Hobbes hints at law being the answer towards the end of chapter 14. .
By threatening the humans of the contact by consequence, humans feel more bound to hold their contacts with one another. The fear of God alone is not enough to scare humans from breaking their contact, as not enough humans believe in God for this to work. Only the fears of consequences of other humans will evade transgression by humans bound to the contract. .
In chapter 17, Hobbes states that in order to guarantee the contracts between humans, power must be transferred to one human or one legislative body. This will give the responsibility to the legislative body to protect the society.
