             Once states become members of NATO, the primary goal is collective defense, which is the traditional purpose of any alliance. Other actions which NATO believes are important are the spread of democracy and civilian control over the military. Democratization will reduced global conflict since democracies generally don't fight democracies. Civilian control of the military allows citizens to check the government's utilization of defense. The members of NATO cooperate with each other and consult each other. The relationship NATO enforces among its members pertains to its goal of increasing transparency in regards to defense planning and military budgets. .
             NATO has shifted toward more of a political alliance rather than its original military alliance. Although there is no doubt that NATO's sheer existence deters potential threats from action, most of NATO's influence is inspiring Central European countries to reshape their political system to be democratic on all levels: governmental, domestic, and interethnic. NATO's goals are to transform traditionally warring states of Central Europe into clones of the United States. NATO rewards countries because of their political revisions, not their defense or deterrence abilities. The result of the political revisions must imitate the structure of the United States, which is why political analyst Kydd's description of the NATO admission process is "who we are determines who we admit" (Kydd 806). .
             Although NATO expansion seems to be a viable undertaking in achieving world peace, fault lines are simultaneously being drawn in Central Europe as the peace grows. The problem of the expansion of NATO is the threat it poses against Russia. Although NATO reiterates that its cause is to create and defend countries and share political values, the purpose of a traditional alliance is to protect its members against a common enemy. Russia cannot help but feel the expansion of NATO making its way along all Russian borders.
