Pawn Shops

Nicholas Paronish : regulations on pawn shops.
The city of Altoona has passed a law that requires pawn shops, second hand stores, and scrap yard owners to record every item and information about the person who bring it in. Antique stores, yard sales, and auctions are exempt from this law. The stores now have to hold items for one week after the sale so they can be cleared. Stores would also have to pay a 200.00$ fee for city licenses. Police officials say this law is the key to stopping thieves. Shop owners say this will drive them out of business.
The city of Altoona has taken a conflict approach to this matter. Altoona has to be fair to the pawn shop owners but also to the citizens of Altoona who are having their possessions stolen from them. There is disagreement between two groups, witch is conflict.
I would also take a conflict approach, just as Altoona has. I believe that pawn shops encourage mischievous behavior in many different ways. One crime is linkable to another, and i think that you can really link pawn shops to a lot of drug use. Also pawn shop owners are well aware that most of their business involves stolen goods.
