He said, the atomic bomb used had more power than 20,000 tons of TNT, and it had more than 2000 times the blast of British "Grand Slam" (National Academic of Sciences), which was the largest bomb ever yet used in the history of warfare until then. He talked about the fear of enemy bombing and constant air attacks on Britain, which prompted both countries to carry on the project of making atomic bomb even though it was destructive nature. He mentions the scientists of distinction in various areas of knowledge involved in this project. He also added that tremendous industrial and financial resources were needed which United States was able to provide. As the end of the speech, he says that he would recommend that the Congress of the United States consider promptly the establishment of an appropriate commission to control the production and use of atomic power within the United States. He also stated that he would give further consideration and make further recommendations to the Congress as how atomic power can become a powerful and forceful influence towards the maintenance of world peace.(Mandelnaum Michael). This remarkable, unique speech of Truman on such a tensed issued is so authoritative in nature that it disables people to respond or react and in turn prompts them to listen and favor it.
Truman's speech effectively sets forth an argument by three appeals. In his address to the nation, he mentions that the Japanese leaders were given an ultimatum at Postdam for surrendering which they ignored. Hence, the United States dropped the bomb on Hiroshima. So, he is trying to let the people in the United States know that this bombing was done with no surprise to the people of Japan, but with an initial warning. So he is trying to persuade people by evidence that his act of disaster was not brutal. President Truman's monumental decision to drop the bomb was due to militaristic reasons.
