             This Legislature will grant tax exemptions for places of religious worship owned by churches or strictly religious societies, including up to one acre of non-income-producing property owned and used exclusively for Ministers' dwellings.
             The Constitution currently allows property tax exemptions for churches and parsonages. As implemented in one of the Tax Code, this includes an exemption for not more than five years while a church is under construction. The first part of Proposition Three would extend this exemption to non-income-producing land .
             owned by a religious organization, which the organization intends to use to expand an existing church or to build a new church. .
             The enabling law would require a church to submit a written statement stating the organization's intent to develop the property as a church, and would impose sanctions on churches that sold or transferred their property rather than developing it. The amendment would also allow a religious organization to receive an exemption for property that it leases out for use as a school. .
             To qualify for an exemption, a religious organization must engage primarily in religious worship or promote individual spiritual development; operate in a way that does not result in accrual of profit or realization of private gains; and uses the organization's assets for religious functions. Tax-exempt property may be used occasionally for secular purposes if any derived income is spent exclusively on maintaining and developing the property as a place of worship.
             People who support Proposition 3 would encourage churches and religious groups to acquire property for anticipated growth without fear of increasing their tax burden. The amendment would close a loophole that allows local government entities to tax non-revenue-generating church property. .
             Because of the rapid growth in many Texas communities, churches are preparing for the Future by buying land for expansion.
