             Japan's military expansion during the 1930's led to its entry into World War II in December of 1941, when Japanese bombers executed a devastating surprise attack on the United States naval fleet at Pearl Harbor, Hawaii. Although Hirohito was unenthusiastic about the decision to enter the war, the string of Japanese military and naval successes following Pearl Harbor pleased him. He also developed a strong bond with General Tojo Hideki, the wartime prime minister.
             By the summer of 1945, after the surrender of Germany, defeat appeared imminent. The Japanese government was deeply divided on the issue of whether they should continue fighting or negotiate for peace. Hirohito appeared to favor peace, but he did not decide until after the United States dropped atomic bombs on the Japanese cities of Hiroshima and Nagasaki and the USSR declared war on Japan. On August 14, 1945, Hirohito made a radio broadcast announcing Japan's surrender. .
             In an effort to reform and revive the monarchy, Hirohito proclaimed a new constitution for Japan in 1947. It vested sovereignty in the people and made the emperor merely a symbol of the nation.
             Throughout the middle of the century, Hirohito traveled throughout Japan, to survey the progress of the countries postwar reconstruction and to win popularity for the imperial institution. Hirohito continued to express political views in private but had no official influence in governmental affairs. He also performed the ceremonial duties assigned to him by the 1947 constitution, such as presiding over the opening and closing of the national legislature, receiving foreign ambassadors, and attending national events. In 1971, he toured seven European countries, becoming the first reigning Japanese monarch to travel abroad. In 1989, Hirohito died after a lengthy illness. His first son, Akihito, succeeded him.
