(6) Before any recreational and tourism plan can ever be implemented, the basic groundwork must first be established. What is the community attempting to achieve by introducing tourism into the area? Will there be enough of a draw to encourage people to visit? What sort of entertainment will they encounter when they arrive? Who is going to fund and manage the project in its inception?.
             These few questions only skim the top of what must be considered before the community fully decides to incorporate recreation and tourism. In effect, the main issues of concern revolve around what economic demands will be placed upon the community with regard to the recreation and tourism sectors, which include the "environmental and social impacts of recreation and tourism" (3); how the availability of "recreation resources and their valuations" (3) play into the picture; and what the organization of such recreation and tourism will entail in the long run. Although planning for tourism is considered to be almost a contradiction in terms, if it is done properly, it is the only way to ensure the future of tourism and the fundamental right of people to travel. What is being planned is not the travel experience itself, but the opportunity to achieve the desired experience that lies at the base of all tourism" (10).
             TARGETING THE RIGHT MARKET.
             In order for any recreation and tourism plan to work, the right audience - a "special niche" (11) - must be targeted. It does absolutely no good to promote a beach atmosphere when the locale is out in the middle of the desert. Although it can be helpful to incorporate such a theme within the overall concept, people are not going to head to the desert with expectations of experiencing what they would on the coast. To entice visitors to spend their time and money in one's community, the focus must be upon which type of visitor the city or town wishes to attract.
