Policies of The Damned


            The United States" humanitarian and peacekeeping policies of intervention by armed forces into foreign issues needs re-evaluation. I do not agree with actions by our government in the past to intervene in foreign issues without providing the peacekeeping forces detailed mission parameters. .
             To keep the peace, we sometimes have to fight. The incident in Mogadishu is an example; how are peacekeeping forces inserted into a foreign region to protect humanitarian aid supposed to keep the peace if their mission parameters state that they cannot fire unless fired upon? As General Thomas Montgomery, Commander of U.S. Forces, and Deputy UN Force Commander recalls "The nations didn't all agree with the policy, and many of them were just not happy with the way the course of the mission was going. The French detachment came in one operation to Mogadishu and made it clear that they would never come back, and they stayed in their area of operation" (par. 13). I feel that the mission parameters should have been broad enough to allow the firing on of hostile forces that prevent the delivery of humanitarian aid-- broad enough to include civilians into the requirement that we cannot fire unless fired upon. If the civilians we are trying to protect are fired upon, we should protect them. .
             Another example of poor mission parameters is the United Nations" plan to rebuild Somalia from the ground-up. It is difficult to reorganize a social structure from the ground up without the assistance of those already in power. Dr. Kenneth Allard, Colonel, U.S. Army (retired) describes this nightmare: .
             We had probably a well-intentioned idea of nation-building. However, it wound up becoming something that became a nightmare. And the reason why it became a nightmare was that, when you were building the nation, you were doing so in direct contravention of the existing power relationships of the players who were there.
