Carter goes on to say that our body scanners and x-ray scanners are not even tested before they are even shipped out to airports nationwide and that is a primary factor as to why terrorists know so many different ways to get around our security. Carter even mentions that the effectiveness of these machines also depends on the personnel that are using them.
