Studies have shown that the high percentage of the non-Kuwaiti medical staff and doctors points to the fact that the whole health care system relies on foreigners. Available researches about this system, haven't told more about the issue, except pointing out this phenomena. .
This research paper outlines the key difficulties in the health sector that a high income country of Kuwait, relying on foreign human resources in one of the most important sectors of the state, is facing with. The results of the research are presentation of the survey that examines the public opinion about health care in Kuwait. In the following section it is explained how does the state organize the treasury when it comes to the health care system, which points out the link between the growing economy and rising number of foreign doctors and medical staff in Kuwait. .
3. Investing in Kuwaiti health care sector and its expansion .
It is not questionable that the Government of Kuwait had invested a large amounts of money in the health sector over the years. Even more is being invested in the period of last five years due to the planned major expansion of health facilities. The government planned to invest approximately 3 bilion US dollars in the healthcare projects over the past few years (Al-Razouki, 2011). The development program 2010-2014 was designed to improve the quality of health care services, and to bring it to the level that would justify the cost (World Health Organization, 2014,14-17). The main goal of the development program 2010-2014 is to improve the infrastructure, which is quite advanced but the problems show up during the summer when the power cuts are common as a consequence of over-usage of the air conditioning (BTI 2014, 2014, 6). Kuwaiti Ministry of Health in collaboration with World Health Organization has set a program to develop the health financing system that is efficient and whose national health accounts could display all the health expenditure.
