             This unconstitutional government that French people had to bear attacked their own liberty. Liberty's most powerful enemy is tyranny and to guard against it is necessary that the different powers should be properly distributed. Maintaining a balance of powers with adequate controls is ensuring the safety and felicity of the people. It was impossible that French people could reach this feeling of safety and felicity as they were obliged to live under this tyrannical government. "The majority of the people were starving for want of bread." .
             Philosophers as the father of liberal theory John Locke spread a body of ideas of reform to lead French people through the liberty path and make them believe there was a chance for a better life. "He maintained that originally all men had lived in a state of nature in which absolute freedom and equality prevailed, and there was no government of any kind. The only law was the law of nature, which each individual enforced for himself in order to protect his natural rights to life, liberty and prosperity.( ).If the government exceeds or abuses the authority explicitly granted in the political contract. It becomes tyrannical and people then have the right to dissolve or to push against it and overthrow it". .
             French people felt that the revolution would change their lives but years passed by and it was harder than the previous ones.
             Dickens in his book "Tales of two cities" describes the situation perfectly "Far and wide lay a ruined country, yielding nothing but desolation. Every green leaf, every blade of grass and blade of grain, was a shrivelled and poor as the miserable people. Everything was bored down, dejected, oppressed and broken.
