In 1972 MDMA was seen in Chicago by police. In 1984 the growing networks of therapists, and chemists which had managed to stay under the radar of the government, became impossible to ignore when an individual began selling MDMA in Texas using advertisement, and a toll free 800 number to place orders. This was how the identity of MDMA as "ecstasy" was established. The D.E.A then announced its plan to put MDMA as a schedule one which is the most restrictive class a drug can be placed in. Angered by the plan to completely ban MDMA therapists and psychiatrists that used this drug in their practices as a way to treat their patients tried to stop the emergency scheduling by the D.E.A. This resulted in government hearings on how to schedule MDMA. In 1985 the hearings began. The D.E.A appointed Judge Francis Young to hear the months of testimony. On May 22nd, Judge Young released his decision on the laws surrounding MDMA, declaring that MDMA was safe to be used under medical supervision. Also adding that MDMA did not have great potential for addiction, and had legitimate medical purposes. Judge Young declared that it was not legal to schedule MDMA any higher than schedule three, making it still legal for doctors to use. Shortly .
