In 1910 this law applied to nations of Europe, the Middle East, Africa, Australia, New Zealand, Asian and Russia. (Carney).
In the 1970s, other countries also began to control the number of people they would allow into their countries. The United States, on the other hand, had reversed its policy toward immigration, thus allowing a huge number of people, who were refused entry to other nations, to immigrate to the United States. This caused a huge number of immigrants who were turned down elsewhere to turn to the United States. .
In the 1980s there begun to be a lot of concern about the increase of illegal aliens into the United States. This led Congress to pass legislation aimed at cutting down illegal immigration. The Immigration Reform and Control Act of 1986 allowed most illegal aliens who have lived in the U.S. since January 1, 1982, to apply for legal status. The law, however, prohibited employers from hiring illegal aliens and if they did so, they would be penalized for such violations. (Anderson).
Many people around the world look to the United States for help. Human beings have always moved, like the ocean's waves, to find better opportunities in upstart countries. Therefore, we must carefully think and decide with great care what our policy should be toward immigration. At this point in history, American immigration policies are chaotic and ineffective in a mess. Our borders are out of control. The U.S. Border Patrol arrests 3000 illegal immigrants each day, or 1.2 million per year. There is virtual no way to stop them since they are committed to gaining entry. Two illegal immigrants get in for every one caught, and there is no way to stop it because they will just keep trying until they get in. (U.S. Border Control).
More than 1 million people are entering the U.S. legally every year. From 1983 to1992, 8.7 million of these people arrived in the highest number in any 1-year period since 1910.
