Essentially, the United States was a target and susceptible to any other nation looking to gain power. Times have changed. During that time, people relied on firearms for food and to hunt and there was no debate over concealed weapons. Now we live in a more sophisticated, urban era where people interact with each other constantly. There is no longer that strong of a need to have guns and fire arms. Today, debate surrounds the issue of concealed weapons and whether or not is infringes on the individuals rights to bear arms. In 1897, the US Supreme Court ruled in Robertson v. Baldwin that "the right of the people to keep and bear arms is not infringed by laws prohibiting the carrying of concealed weapons." On June 26, 2008, the US Supreme Court ruled 5 to 4 in District of Columbia v. Heller, the Second Amendment guarantees "the individual right to possess and carry weapons in case of confrontation". Historically in trial, the belief in second amendment rights has overcome any opposition and has upheld to the right to bear arms. .
Some states recognize the importance of preserving the safety of students in faculty; however some states reserve the power of concealed weapons to the universities themselves. "In the United States, 49 out of 50 states have concealed carry weapons laws. Currently, there are 21 states that ban carrying a concealed weapon on a college campus, while in 23 states the decision to ban or allow concealed carry weapons on campuses is made by each college or university individually" (NCSCL, 1). This proves to be an ineffective distribution of power for controlling gun laws, and often making the concealed weapon laws even more confusing. The issue clearly isn't whether or not concealed weapons should be illegal (although that is a completely different argument) the debate is surrounded on whether or not they should be permitted onto college campuses. .
