The Process of Creating United States Policy


            In the United States, media, interest groups, political parties, federal and state courts, agency bureaucrats, advisers, the cabinet, congress, and the president, each play a significant part of creating policies. Although public policies are based on the law, these groups (not legislators), are charged with the responsibility of creating them and propelling them into action.
             They help in solving issues of problems that arise in the country. Public policy follows a series of steps before the government addresses it. The first step is recognition of the problem. People have disturbing issues in their lives most of the times because of the changes that happen in any given society. After the problem is recognized, the government sets an agenda on how to solve it. This is because the government should offer solutions to most problems affecting the people. In most cases, the agenda changes when a new president is elected or when the party with majority members changes in the Congress (Turner et al 462-464). .
             Formulation of a policy takes place through conflicting plans arising from different interested groups. Adoption of a policy occurs when Congress passes it into law. This must be accepted by majority of members. On the other hand, "Policy adoption may also take place when the president signs an executive order or when the Supreme Court rules on an important case (Turner et al 460). Once the policy has been adopted, administrative agencies in the executive branch of government are charged with the responsibility of implementing it. However, in other instances courts enforce any decisions that they make. The government agencies use varying methods to ensure implementation of the policy takes place. They might choose to punish organizations or people who do not comply with the policy. Every person in the society has a role to play to ensure that a policy achieves what it aimed. This happens over time as people try to evaluate whether a given policy is effectively implemented.
