Public Policy Making in Ghana

             Moreover, the President has the power to give an account on the state of the nation in parliament as a way of giving updates on the administration he is a leader of. According to Article 67 of the 1992 constitution, such address should be done at the beginning of each session of parliament and before dissolution of parliament. In this address, the President talks about various aspects of human life such as education, health, agriculture and many others which form the public policy of the state. For example, in exercising this power, in February 2014, President Mahama delivered the state of the nation's address in which he mentioned policies such as the introduction of free senior high school in 2015. It is a power because it is the sole preserve of the President.
             The third function or power that is vested in the President is that he is the primary formulator of public policy. The President being the Head of Government appoints the members of the Cabinet and chairs all its activities (1992:76). This same article spells out that the Cabinet shall assist the President in the determination of general policy of the government (article 76:2). This makes the President the formulator of policy. For instance, the president is the sole person in whose name policies are implemented or formulated. Therefore, for example, people use terms like, "Kuffour" administration", "Mahama" government" to refer to the government.
             Another power that the President exercises under the constitution of Ghana in the public policy process is that he is the chief implementer of policies. The President shall report to parliament at least once a year all the steps taken to ensure the realization of the policy objectives contained in this chapter and, in particular, the realization of basic human rights, a healthy economy, the right to work, the right to good health care and he right to education ( article 34:2).
