Two major additional events took place that greatly altered and influenced the way Sutherland viewed the causation of crime. The prohibition movement and the drug trade policy were very substantial problems in the 1920s and 1930s (Sutherland, 1924). These problems made Sutherland to comprehend that individuals do not always just commit crime, but they are just repeating actions they have always done that have now become illegal(Sutherland, 1924). After these instances Sutherland started to examine society more and more, he was constantly evaluating what was acceptable behavior and what was not (Sutherland, 1924). .
Sutherland's main influence came via the Chicago school and W.I. Thomas (Sutherland, 1924). Thomas was also a sociologist from the University of Chicago and believed that "all human beings are a direct product of their environment" (Sutherland, 1924). Some believe that Sutherland enhanced a various number of researches that Thomas did (Sutherland, 1924). Sutherland along with Thornsten Sellin developed a research for the Social Science Council to make criminology more socially structured (Sutherland, 1924). They derived at a theory called "culture conflict" which suggest the different values and different views between different social groups in a society on what is acceptable behavior is what causes crime ( Sellin, 1964). .
With time there have been many modifications to the concept of culture conflict. Culture conflict in a society can be derived from six different propositions (Turk, 1969). The first conflict between authorities and subjects occurs when behavioral differences between authorities and subjects are compounded by cultural differences (Turk, 1969). An individual may believe through his culture that the behavior he or she is exhibiting is acceptable contrary to what the legal code says (Turk, 1969). The second proposition would be that conflict is more probable the more organized are those who have an illegal attribute or engage in an illegal act (Turk, 1969).
