In addition, this policy also caused big social problems. Chinese government imposed heavy fines and penalties when their citizens had more than one child. Therefore, with the pressure of punishment, people started to conceal their second or more children from family register. These children who are not registered in family register, so-called Haohaizi, are composed of illegally sold or abandoned children. They can not have proper education, medical care, and even jobs because they are not officially Chinese citizens. These Haohaizi are usually forced to work illegally in organized criminal groups, such as drug dealing. These uncountable children are keep increasing with continuation of the policy.
Even with these problems, there were some reasons why China made the One Child Policy, and have maintained it. In ancient China, having many children was thought to bring great happiness. With Confucian culture, and establishment of the socialist state, this belief had become more pronounced. Mao Zedong, who established the People's Republic of China, believed that high population made a strong nation; the government encouraged childbearing. However, China had to make a radical solution to solve rapid birth rate increase and exceeding population, after facing the baby boom in 196-1965. The rapid increase of population caused problems like food shortage, that led to famine. Hence, Chinese government formulated the One Child Policy for family planning, to solve the problems they faced.
Some people might think that this kind of anti-natalist policy only affected the country's population. Nevertheless, anti-natalist policies can also have social and economical effects. With entrance of the One Child Policy, China accomplished to decrease birth rate, and population growth rate. This resulted in a decrease of total population as well. However, with the impact of the policy, China is having rapid decrease of child population and an increasing elderly population.
