Before the Civil War, Texas was part of the Union and then was part of the Confederate Union. When Texas to joined the Confederate States of America several changes were done to the government. For example, all officials that were to govern were required to take the oath in support of the Confederacy. At the time the structure was based on an elected legislature that met biennially which was composed of the House of Representatives and the Senate. It also set up a strong executive power held by an elected governor and an elected lieutenant governor. These and all other elected officials functions were elected. The government function gave greater emphasis and protection to the institution based on slavery. .
After the union reconciled forcedly, the south was to make various changes to pursue the steps of the Union. Among these several changes was the structure and function of the government. Since the north no longer trust the south with their ruling power, it disenfranchised former Confederate soldiers and all other persons who held public office under the Confederate system. Also one of the most important changes was the fourteen amendment granting African Americans suffrage and made al persons born or naturalized in the United States citizens of the nation and provided federal protection for their rights. The radical Republicans elected one of their own and the judges as well were appointed by the governor rather than elected. These government officials had their salaries significantly increased. Citizens of Texas were not content with these occurrences because it increased taxation and rapid accumulation of heavy debt.
