Pakistan may be one of the leading nations if all the black sheep are detected and penalized. Pakistan has got brilliant humanware. For the ultimate progress we have to eradicate following factors.
1. LACK OF MANAGEMENT SKILLS.
There is only one or two colleges who offer management of technology program designed by Asian Institute of Technology (1). The largest technical project in the country has been shut down due to mismanagement. .
2. CONTROL BASED SYSTEM .
It is believed that if someone supervises then worker does his duty. It is a big misconception. So control is considered as necessary element for better performance, which caused decrement in overall performance.
3. MAINTENANCE OF STATUS-QUO.
In offices everything is pipelined, if there is no follow-up, it is moved out of deep pipeline into somewhere that is no accessible. Status quo is maintained. This pipeline system (say inaccessible system) has played its role in promoting inaction to stop change.
4. NO LINK WITH TECHNOLOGY (SAITHH CULTURE).
Most of the persons who are on the driving seat of advancement of technology do not have technical know how. The person who does not know about something cannot drive it but freeze it and even damage it.
5. LACK OF TIMELY DECISIONS.
If there is good suggestion for the betterment of technology, there is very slow process to implement it because it has to pass through deep pipeline processor such as secretary, cabinet, senate, president and too many other pipes and some pipes take months to decide. .
6. DATA AND INFORMATION HOARDING.
No one is willing to give correct information. If someone is asked, he refers other person, if other is asked, he refers another and another refers to the first one or lengthens the chain. It is usual practice to meet these chains and cycles to acquire some suitable information.
7. OPINION BASED DECISION MAKING.
If someone has authority, he thinks himself as the only decision maker. Whatever he thinks, he tries to implement it.
