Alexander Hamilton and the Federalist Papers


Hamilton notes that one area of concern would be the rights of fisheries and the right of navigation on the Mississippi and the Western Lakes that are also granted to the Federal Union. Some are afraid that these rights might end with the dissolution of the confederacy. Hamilton explains that the multiple advantages coming from the "unrestrained intercourse " between the States are: the capability to have a second State produce crops if a first fails, and being able to offer a wider variety in exportation good. Lastly, Hamilton insults the Europeans and invokes strong American patriotism in his readers by mentioning that through "negotiations, force and by fraud,"" Europe has extended her grasp over the world. He states that Europe believes it can have anything it wants, and that the rest of mankind is simply in existence for its own pleasure and benefit. Since well respected men have unfortunately said that the human species deteriorates in America, it is up to us to restore the respect of the human race. We Americans shall never again be the tools for European success. The thirteen states must come together to form a cohesive and unbreakable union, in order to create one truly great American system that is able to withstand the influence and control of any transatlantic trade. .
             Having clearly illustrated the positive effects of a Union towards the commercial prosperity of the United States in the last paper, Hamilton begins The Federalist No. 12 by explaining that the creation of a Union would drastically increase the revenue for the United Government as well as help to facilitate its collection. He states that the ability to pay taxes must always remain proportional to the amount of money in circulation and to the speed at which it circulates. Commerce, which contributes to both of these variables, must make the process of paying taxes easier as well as provide the necessary materials to the treasury so it can collect these taxes.
