             The things that have taken place over prior .
             centuries are what have molded the customs, courtesies, liberty and lift in the United .
             States as it is today. We live, make mistakes, then we learn from those mistakes and .
             make the necessary changes. That is one of the joys of living in a country where we have .
             a right to make a decision. That is a right we have according to the U.S. Constitution and .
             the U.S. Government. .
             The purpose of "The Federalist" papers by Alexander Hamilton and James .
             Madison were to explain and defend the Constitution against the critics that believed it.
             was taking away the rights the Americans had won in the Revolution. "The Federalist .
             #17" discussed the insufficiency of the present confederation to preserve the union. "The .
             Federalist #45" discussed the alleged danger from the powers of the union to the state.
             Governments. The intention was to persuade New Yorkers to ratify the Constitution. The .
             Republic emphasizes individual responsibility not dependency upon the government. .
             The present system in today's government has evolved over the past century into a .
             republic, checks and balances system. The Constitution back then was to be taken as .
             verbatim. The main difference between then and now is that the Constitution is no longer .
             taken as verbatim, but more on the interpretation of it. Another big difference is the issues that the government deals with. Today's main issues are the Middle East, Korea .
             and terrorism. When comparing states and local government. States are concerned with .
             education, health care and welfare. Local governments are concerned with things like .
             policing and illegal drugs. Most of today's issues were unforeseen back then. Years ago,.
             domestic issues were the top priority. The then transition that gave power to the states .
             resulted in a stronger economy, reform initiatives and budget surpluses. .
