Transportation Operation Policies


             For an economic well-being and growth the transport system must be efficient and makes the best of each mode at the lowest cost. Securing economic growth in order to create jobs and prosperity, building on the country's inherent strengths, and to meeting the twin challenges of global competition and of a low carbon future. There must be some level of competitiveness within the transport system with the elimination of bias in return rules should be put into place to regulate the proper functioning of the transport system. In the case where funds are being used from public investments to facilitate the building of transport infrastructures then there must be a standard fee in which transport users are required to pay. The system should be safe, reliable, affordable and accessible to all. The imposition of fare rates must be economical and doesn't impose on the disabled and the most vulnerable individuals within the society. The government should control major modes of transport while the public or private sector is to be encouraged to help with the building of transportation systems within the country.
             Strategic and Integrated Policy Issues.
             In chapter four the author states that it's the government's aim to achieve more participation from the private sector. The researcher is in agreement with the government's initiative for participation of the private sector in the transport system. In order for a well-run transport system consultation must take place, also the poorer sectors of the community needs a cheap source of transport in order to be able to access work opportunities and basic services. The government's decision to retain key assets such as rail, road, air and port properties is one of importance as private ownership would attract high costs as they only seek to maximize their profit. The government`s decision to place vehicle license fees directly into road maintenance is a wise idea.
