For example, in the years after World War II, the United States spent 15% of its budget on other nations and countries. The U.S. also participated in the Marshall Plan to rebuild Western Europe. Unfortunately, foreign aid could have saved Afghanistan from further abuse after the Cold War. Instead, the U.S. let it go unnoticed, and groups like the Taliban and Al-Qaeda took control. United States House of Representative and House foreign-aid committee chairman Jim Kolbe stated, "A mere $70,000 can build and operate a school in Afghanistan." Imagine what 100 schools could do for countries that "have become breeding grounds for anti-American, anti-Western extremists." Prior to September 11th, the U.S. spent $174 million on food, health care, water, and shelter for the Afghans. In the aftermath of Sept.11th, The U.S. has also dropped food into Afghanistan for those who are spread throughout the desolate regions of the country. However, there are also other agencies, government and non-government, that provide foreign aid. The United Nations is a large provider of foreign aid for other countries, as well as the American Red Cross. The U.S. has also stepped in to assist in the battles and operations of other countries in the time of war. The Vietnam War and Operation: Desert Storm are two good examples of America providing military aid for others. Given our history and current status, the U.S. seems to be the appropriate sponsors to lead an anti-terrorist campaign.
             The next reason has to do with terrorism in general, but especially our first target, Osama bin Laden. He is currently one of the most dangerous men in the world, and has been for a long time. He was moved up to the top of the FBI's Ten Most Wanted List almost immediately after 9/11. He is responsible for thousands of deaths relating to America from just three incidents. The 1998 U.S. Embassy bombing, Bin Laden and his "colleagues" masterminded all the 2000 U.
