             This matrix serves as an attempt to point out possible threats we face today. The matrix also provides alternatives to neutralize and possibly extinguish problems in our homeland and abroad. Brain power along with a mathematical system will guide us in forming probable solutions to difficult issues in the world. Logical reasoning will support the data that is in this Decision Matrix.
             Major Threat.
             The biggest threats we face in this country are attacks on soft targets. Soft targets include schools, shopping malls, gas stations, post offices, grocery stores, bridges and so on. There are certain concepts terrorist follow. And one of those concepts is to attack an area that is not heavily guarded. Before the tragic events of 9-11 airport security was scarce. Terrorist knew we were vulnerable in this area. They strategically planned the takeover and destruction of major structures in the United States. They were successful in creating panic amongst citizens. .
             The number one soft target is large scale sporting events. There are tremendous amounts of traffic flowing to and from ball games. Roads and highways are packed with motorists and streets are filled with pedestrians. Places surrounding the main attraction are just as vulnerable as people in the stadium itself. Parking lots, parking garages, subways, and surrounding tourist attractions are at risk of being attacked by terrorists. .
             Another concept that terrorist follow is this: If your main target in unobtainable expand your boundaries. For example, a terrorist group may plan to detonate a bomb inside of the Superdome in New Orleans, but they are unable to get into the stadium. Their back-up plan may be to set off the bomb in the middle of a tailgate party. This plan would cause just as much damage as the original plan. .
             Plans of this nature are currently being carried out in Iraq. In August a cement truck filled with 500 pounds of C4 military explosive detonated Tuesday just outside a newly built, 12-foot-high security wall around the U.
