             The upper management is also responsible for developing procedures, rules, and operating manuals to regulate the operations of the department. These guidelines are used to describe the department's policy and performance expected by the department members. Among these procedures are the standard operation procedures (SOPs) and the department operating manuals (DOMs). The SOPs establish a process to be followed by all personnel of the department. The DOMs are reference documents that govern the administration of the department and establish standards for operating at incidents.
             At the station level, company officers are responsible to setting mostly short-term goals. These goals are related to employee performance, personnel training, facilities maintenance, equipment repairs, and building inspections or walk troughs. .
             Organizing refers to the process of establishing a chain of command, setting up departments, delegating authority, identifying jobs, and hiring people. The Human Resources Department identifies the staffing needs of the fire department, recruits candidates, and hires new employees. At the top of the fire department chain of command is the Fire Chief. The organization is then divided into two divisions: operations and administration. The management of these divisions is done by the assistant chief of operations and the assistant chief of administration. .
             The following subdivisions are part of the administration division: budget office, internal affairs, planning section, fire prevention, support services, human resources, and occupational health and safety. The operations division has the following subdivisions, each one managed by a deputy chief: training division, special operations division, A-shift, B-shift, and C-shift. A, B and C shifts are divided into six battalions. Each battalion is supervised a Battalion chief. Within each battalion there are fire companies or stations, which are managed by a station captain.
