Media Policy and Regulations



             Figuring out a solution to the problem or making a plan is referred to as policy development. In this stage government or large organisations will have to be creative with ideas but importantly the organisation will have to uphold its norms and values by creation of a mission statement. Government organisations uphold different norms and values and therefore for government the common good outweigh everything else and society must be taken into account. Policy theory indicates why a policy is deemed important in certain values and justifications, how the policy aims can be achieved and the circumstances dictated by society which will influence the implementation of the policy. Press policy is a popular example of policy theory; press concentration reduces the competition between newspapers and weakens the independence of journalists and that mergers and take overs in the press sector.[CITATION Med08 l 7177 ][CITATION Stu08 l 7177 ].
             2.1.3 Decision making.
             Decisions are imperative when planning a policy and will have an impact on the direction the policy but it also has to be sufficiently supported. In order to obtain the support a process of lobbying is regarded as an important part of decision making. Lobbyist will to wheel and deal, negotiate to try and convince or gain support from individuals who may influence the policy or help to get it accepted. A plan has to be adapted or broken into pieces in order to accommodate other interested parties as far as possible. [CITATION Med08 l 7177 ].
             2.1.4 Execution of policy.
             The next stage after a decision is reached; the strategic policy (long term policy) will be executed and become the operational policy (short term policy). Strategic policy is regarded as the policy of the organisation in relation to its environment for the longer term. This policy is determined high-up in the organisation. Operational policy is a daily policy with the organisation for the shorter term.
