Human Cloning

This would involve the same early steps as reproductive cloning, but the intent is not to create a genetic duplicate. The goal is to create an embryo, which contains special kind of undifferentiated cells called embryonic stem cells. They're so named because specialized cells such as heart, liver or brain cells stem from these undifferentiated cells.
On February 23, 1997 the first mammal in history was cloned. A sheep, its name was "Dolly." Within weeks, scientists in Oregon introduced to the world a pair of cloned Rhesus monkeys. Just a day after hearing this news the president, Bill Clinton, formally requested that the National Bioethics Advisory Commission "Undertake a thorough review of the legal and ethical issues associated with the use of this technology ," and had announced his intention to start an advisory group on bioethics eighteen months before. "We know there is virtually unanimous consensus in the scientific and medical communities that attempting to use cloning techniques to actually clone a human being is untested, unsafe and morally unacceptable," said Clinton.
His concern spurred was by a scientist in Chicago with a desire to start a human cloning clinic. He realized that mankind was on the brink of a scientific discovery which would have negative ethical, spiritual, as well as political ramifications. President Clinton urged Congress to pass legislation to ban human cloning for at least five years giving the bioethics board time to assess the risks, and the ethical and social impact of cloning humans (Falco 1). The President later stated "We must move with caution, care and deep concern about the impact of our actions" (Falco 1). In March of 1997 he issued an executive order banning the use of federal money to be used for the use of any project involved with the cloning of humans. This was the farthest that he could legally go without Congressional action (Rantala 1).
