The Missouri discussions held 1819-1821 functioned as an important turn in the United States' major disagreement over slavery. When the Missouri Territory opted for statehood in February 1819, an amendment to the statehood bill created by Congressman James Tallmadge Jr. of New York began the first dispute, which continued until February 1820 (Appleton). The Electoral College was originally implemented at The Constitutional Convention in 1787, although it may not be perfect, it was decided to be the best of three options.
